Rivera rues near-freeze on school construction

Ramona, CA (special) -- Luan Rivera, a member of the Ramona Unified School Board, says a court suit affecting school construction throughout California is standing in the way of four projects now pending to build or refurbish schools in her district.

She told HERITAGE that school districts used to receive priority for state funds in the order that they submitted their construction plans for approval. Now, however, a court suit filed by parents in the Los Angeles School District urges that the allocations should be on the basis of need rather than the timing of the request. 

The Los Angeles parents favor a formula which calculates the number of "unhoused students" in a school, based on the idea that certain facilities, such as portable classrooms, eventually outlive their usefulness and students who must use them should be counted as "unhoused."

Rivera said the Legislature is being urged to devise some compromise that will balance the needs of smaller and newer school districts like Ramona with those of the larger and older school districts like Los Angeles.
